Extends the time period for the Farmer-Lender Mediation Act due to the COVID-19 pandemic emergency to preserve agricultural viability and state fiscal integrity.

Prohibits creditors from enforcing debts against agricultural property, terminating contracts for deed, or garnishing/seizing agricultural property until 150 days after a farmer files a mediation request or December 1, 2020, whichever is later.

Allows mediation proceedings already in progress to continue for an additional 60 days from the original mediation request filing date, with a deadline of December 1, 2020, before creditors can enforce agricultural debt.

Applies to mediation proceedings filed before August 31, 2020, and takes effect retroactively from April 16, 2020.
