Shifts the annual grant report deadline from March 1, 2020 to March 1, 2021, and makes grants contingent on legislative appropriation if the deadline is missed.

Changes the advisory council's annual reporting deadline to the legislature from January 31, 2021 to January 31, 2022, requiring reports to include grant recipient information, measurable outcomes, and demographic data about individuals served.

Appropriates $3,703,000 from the Opiate Epidemic Response Fund for fiscal year 2021 to expand existing opioid response grants in five categories: medication-assisted treatment expansion ($2,281,000), treatment workforce increases ($324,000), naloxone training and distribution ($328,000), medication-assisted therapy availability ($328,000), and innovative response initiatives ($442,000).

Requires the advisory council to provide recommendations by January 31, 2024 on whether appropriations should be continued, adjusted, discontinued, or redirected to other opioid prevention and treatment purposes.

Allows the commissioner to reallocate funding from fully-funded one-time grants or categories to other grantees or categories within the same funding priorities.
