Establishes a 14-member Human Services Transformation Commission with members appointed by the governor (8), senate majority leader (3), and house speaker (3) to recommend changes to Minnesota's human services delivery system.

Commission must complete an assessment of Minnesota's current human services system by April 1, 2021, and provide comprehensive recommendations for modernizing the system by December 1, 2021.

Commission shall develop an action plan and implementation timeline by October 1, 2022, including proposed law changes, cost estimates, milestones, and evaluation criteria for transforming the human service delivery system.

Creates a 17-member Human Services Redesign Advisory Council to determine current system structure, identify outcome disparities, analyze service delivery trends, and recommend technology enhancements by March 1, 2021.

Authorizes the commission to receive contributions from foundations and institutions and appropriates general fund money for fiscal year 2021, available until June 30, 2023.
