Appropriates $7,389,506 from the Help America Vote Act account to the Minnesota Secretary of State in fiscal year 2020 for improving election administration and security, including voter registration system modernization, cybersecurity upgrades, accessibility improvements, and training materials for election officials.

Appropriates $6,930,610 from the Help America Vote Act account to the Secretary of State in fiscal year 2020 to prevent, prepare for, and respond to COVID-19 in the 2020 election cycle under authority of the federal CARES Act.

Any interest earned on both appropriations is also appropriated to the Secretary of State for the same respective purposes.

The first appropriation is available for use until December 21, 2024; the second appropriation is available until December 31, 2020.

Both sections become effective the day following final enactment.
