Requires individuals with access to federal tax information to undergo national criminal history record information checks via fingerprints as mandated by IRS Publication 1075.

Applies to employees, independent contractors, vendors, and agents of the Department of Revenue, Department of Employment and Economic Development, Department of Human Services, MNsure board of directors, Office of MN.IT Services, and counties.

Designates the Bureau of Criminal Apprehension to conduct state criminal history searches and forward fingerprints to the Federal Bureau of Investigation for national records searches, then provide compiled results to requesting agencies.

Classifies all data collected under this section as private data on individuals and prohibits requesting agencies from further disseminating background check results.

Becomes effective the day following final enactment.
