Changes funding source from general fund to federal coronavirus relief fund for multiple COVID-19 response appropriations totaling $161,694,000 in fiscal year 2020, including health care, veterans assistance, food shelves, housing support, and tribal nation grants.

Transfers $150,000,000 from the general coronavirus relief federal fund to the health care response fund for specified uses, with any unobligated amounts reverting to the general fund by February 1, 2021.

Appropriates $70,889,000 from federal coronavirus relief funds to the commissioner of health for public health response to SARS-CoV-2 and COVID-19, allocated as $20,889,000 for general pandemic response and $50,000,000 for planning and preparation activities.

Cancels all corresponding general fund appropriations and transfers in Laws 2020, chapters 66, 70, 71, and 74 that are redirected to federal funding sources under this act.

Transfers $49,207,000 from the COVID-19 Minnesota fund to the general fund and redirects costs of three specific Legislative COVID-19 Response Commission action orders to be paid from federal coronavirus relief funds instead of state funds.
