Creates a coronavirus relief federal fund in the state treasury to receive all federal COVID-19 relief funds under Public Law 116-136, with spending only allowed by direct legislative appropriation.

Distributes $667,156,931 to counties, cities, and towns with populations under 500,000 using per-capita formulas: towns receive the greater of $2,500 or population × $25; cities receive the greater of $5,000 or population × $87; counties receive population × $174.49 minus city and town distributions.

Requires all local government aid distributions to be expended by November 1, 2020 (or December 15, 2020 for collaborative agreements), with unexpended amounts returned and canceled to the federal fund.

Creates a workers' compensation COVID-19 reimbursement fund managed by the Minnesota State Board of Investment and appropriates $375,000,000 to reimburse COVID-19 workers' compensation costs for employees in presumptive occupational classes, with reimbursements made on a first-come, first-served basis through December 30, 2020.

Establishes deductible thresholds for reimbursement eligibility: $100,000 for self-insured local governments and smaller self-insurers, and $1,000,000 for all other providers; requires the commissioner of labor and industry to report on reimbursements by August 1, 2020, November 1, 2020, and January 15, 2021.
