Metropolitan Council may offer free transit passes to political subdivisions and organizations providing direct social services, social services outreach, or referrals to social services providers, including services for homelessness, mental health, and chemical dependency.

Passes may only be used while the person is performing social services for individuals using the transit system.

Pilot program authority expires on the later of one year after the council commences offering passes or December 31, 2020.

Metropolitan Council must submit a report by December 31, 2021, to legislative committees with jurisdiction over transportation policy and finance and to the Legislative Commission on Metropolitan Government including program overview, review of social services activity and effectiveness, and recommendations on continuing the passes.

Effective the day following final enactment and applies in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
