Defines "highly impacted area" as locations within a first-class city in Hennepin County meeting six criteria, including proximity to EPA superfund sites, low-income communities of color, elevated childhood health issues, air quality alert days between February 2007-2008, heavy traffic intersections, and COVID-19 pandemic vulnerabilities

Allows residents to petition for cumulative impact analysis when air permits are not required; petition must have 200+ signatures and be submitted before final project approval, with commissioner required to respond within 30 days

Requires permits from the commissioner before demolishing structures of a specified square footage (amount not filled in) in highly impacted areas, with analysis of cumulative pollution effects from demolition and planned redevelopment

Authorizes commissioner to require provisions in permits preventing environmental impacts that violate environmental justice principles identified in the Pollution Control Agency's April 30, 2008 policy; prohibits political subdivisions from issuing final approval until cumulative impact analysis is complete
