Allocates $100,000,000 in supplemental aid to Minnesota counties in 2020, distributed proportionally based on each county's adjusted county need aid, for increased social services costs related to COVID-19 mental health and abuse impacts.

Establishes a COVID-19 business closure grant program administered by the commissioner of management and budget, providing grants up to $100,000 per applicant to businesses closed by executive order, with $100,000,000 allocated from federal funds in fiscal year 2021.

Establishes a COVID-19 agricultural disaster grant program providing grants up to 50 percent of demonstrated losses to farmers impacted by animal euthanasia, loss of markets, or other COVID-19-related disruptions, with $100,000,000 allocated from federal funds in fiscal year 2021.

Requires both business and agricultural grant applications to be submitted by July 1, 2020, with awards issued by July 15, 2020; unused funds cancel to the federal fund on December 15, 2020.

Exempts the commissioner of management and budget from submitting federal fund allocations for Legislative Advisory Commission review and allows fund transfers to other state agencies to fulfill federal pandemic relief requirements.
