Amends Minnesota Statutes section 12.45 to clarify that willful violations of chapter 12 and associated rules or orders constitute misdemeanors unless a different penalty is specifically prescribed in another statute.

Establishes that convictions for such violations result in a fine not exceeding $1,000, imprisonment for not more than 90 days, or both.

Declares that the governor does not have unilateral authority to establish different criminal penalties without specific statutory authorization from the legislature.

Responds to Emergency Executive Order 20-33 by rejecting the governor's interpretation that allowed gross misdemeanor charges for business owners requiring employees to violate executive orders.

Effective the day following final enactment.
