Appropriates $500,000 from the bond proceeds fund to the Commissioner of Transportation for a grant to the city of Clarkfield for stormwater and drainage infrastructure construction.

Authorizes construction to alleviate recurrent flooding on marked Trunk Highway 67 and marked U.S. Highway 59.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $500,000 to provide the appropriated funds.

Bond issuance must comply with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
