Requires financial assurance (trust fund, letter of credit, escrow account, surety bond, or other form) from applicants before state agencies issue permits or easements for private construction projects adjacent to, under, or over state historic property that could affect structural integrity.

Financial assurance amount must be adequate to cover restoration costs if state historic property is damaged by the construction project and must be approved by the commissioner of management and budget before permit issuance.

Establishes strict liability for primary contractors for any damage to state property resulting from the construction project.

Amends Minnesota Statutes section 16B.26 to make easement and permit authority subject to the new financial assurance requirements for construction near state historic property.

Becomes effective the day following final enactment.
