Commissioner of public safety may issue initial noncompliant driver's licenses to qualified instruction permit holders during the COVID-19 peacetime public health emergency period, ending no later than January 31, 2021.

Applicants are not required to appear in person for a photograph if the commissioner has a recent photograph on record.

Applicants are not required to pass an eyesight examination if the commissioner has a record of a prior passing examination.

Applicants are not required to undergo a behind-the-wheel road examination at the time of initial application.

License holders must pass a behind-the-wheel road examination at the time of their first license renewal.
