Appropriates $250,000 to the commissioner of administration for predesigning, designing, and constructing a memorial on the State Capitol grounds honoring Dr. William James Mayo and Dr. Charles Horace Mayo.

Funding is contingent upon the commissioner of management and budget determining that at least $250,000 in nonstate funding has been committed to the project.

Memorial design and location must be approved by the Capitol Area Architectural and Planning Board.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $250,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Allows the commissioner of administration to solicit gifts, grants, and donations from public and private sources, with contributions deposited in a Mayo Memorial account in the special revenue fund for construction and ongoing maintenance.
