Requires facility supervisors to use an objective, racially and ethnically responsive juvenile detention risk assessment instrument before detaining a child, effective August 15, 2021.

Allows law enforcement agencies to request employment information from employers of job candidates or employees under investigation, with written authorization from the employee or former employee.

Expands authority for district courts to issue ex parte orders directing disclosure of employment information when employers refuse requests from authorized law enforcement representatives.

Requires law enforcement agencies to notify the Peace Officer Standards and Training Board when initiating background investigations, including the candidate's full name, date of birth, and peace officer license number if known.

Authorizes the Department of Public Safety commissioner to accept donations, grants, bequests, and other gifts of money, which must be deposited in a special revenue fund account and appropriated for their intended purpose.
