Secondary students who establish unemployment insurance benefit accounts between March 16, 2020, and a specified date are eligible to receive unemployment benefits while attending school, doing distance learning, or on vacation from school.

Eligibility extends to periods between academic years or terms.

Eligibility expires on the later of May 18, 2020, or when Executive Order 20-48 (or related executive orders closing bars, restaurants, and public accommodations) is terminated, rescinded, or expires.

The provision is effective the day following final enactment and retroactive to March 16, 2020.

This temporary measure modifies Minnesota Statutes section 268.085, subdivision 2, clause (3), which normally restricts unemployment benefits for secondary students.
