Permits jurisdictions using electronic voting systems to prepare blank paper ballots if required ballot information is instead displayed on a touch screen or electronic device meeting legal requirements.

Authorizes electronic voting systems purchased on or after June 4, 2005 to create marked paper ballots from voter input on touch screens or electronic devices, in addition to existing optical scan ballot requirements.

Requires electronic voting systems to provide voters opportunity to verify votes on a permanent paper ballot visually or using assistive technology, and to change votes before casting, with the paper ballot preserved as official recount record.

Allows use of multiple ballot formats in a jurisdiction without violating voter secrecy rights, provided no record of which format each voter used is kept by election officials.

Prohibits election judges from participating in recounts or postelection reviews in precincts where a touch screen ballot format was used by ten or fewer voters.
