School districts and charter schools may adopt locally developed competency-based education plans allowing students to earn credits and advance by demonstrating mastery of required state standards regardless of learning pace or time.

Districts and charter schools adopting competency-based education must describe in their strategic plan or annual report how the plan aligns with state standards, includes measurable learning objectives, personalizes student pathways, uses local assessments, and provides individualized support.

Schools with competency-based education plans must continue administering required statewide assessments to all students at appropriate grade levels consistent with section 120B.30.

Average daily membership funding for students in competency-based education is subject to limits under section 126C.05, subdivision 8.

Section 123B.06 is amended to allow competency-based education as an option within school district programs for pupil progress and promotion at elementary, middle, and secondary schools.
