Licensed organizations must report audits required under section 297E.06, subdivision 4, to the Gambling Control Board in electronic format at the same time submitted to the commissioner of revenue, excluding certain specified reporting requirements.

Congressionally chartered veterans organizations and fraternal organizations may loan lawful gambling funds to their general account for emergency expenditures (reopening facilities or meeting financial obligations) with prior approval, with repayment required within 12 months and gambling conduct suspended until repaid.

Organizations failing to expend minimum 30 percent (or 20 percent for bingo-primary locations) of gross profits on lawful purposes for fiscal year 2019 are automatically placed on probation for two years, with requirement to meet minimums by fiscal year 2021 or face license suspension or civil penalties.

Temporary restrictions on credit sales of gambling equipment and expenditure evaluation requirements are suspended during the governor's COVID-19 emergency executive orders, with various provisions expiring when emergency authority terminates.
