• Grants original jurisdiction to district courts over actions seeking legal, equitable, or declaratory relief arising from alleged violations of public procurement laws, procedures, or contract awards for both state entities and municipalities.

• Requires procurement process participants to file actions before a contract is fully executed, unless they demonstrate diligent efforts to obtain information and were denied reasonable access to necessary data or opportunity to seek relief before execution.

• Establishes that receipt of data under Minnesota Statutes section 13.591, subdivisions 3 or 4, at least 15 days prior to full contract execution constitutes reasonable access to information.

• Exempts fraud, misrepresentation, and post-execution actions from the pre-execution filing requirement.

• Clarifies that the jurisdiction grant does not alter standards of review, affect section 471.345 subdivision 14 (limiting damage awards to bid preparation costs), or affect available remedies or required administrative procedures.
