Appropriates $10,300,000 in fiscal year 2019 from the closed landfill investment fund to the Pollution Control Agency for design, construction, and remedial systems at the Waste Disposal Engineering site in Anoka County, including cleanup and removal of a leaking hazardous waste pit and groundwater protection.

Funds are available until June 30, 2023, and the commissioner must submit a status report by January 15, 2020, to relevant legislative committees.

Establishes the closed landfill investment fund as a priority allocation account for surplus general fund revenues, with transfers capped at $10,300,000 until that amount is reached.

Amends the budget reserve and allocation procedures to include the closed landfill investment fund in the priority order for distributing positive unrestricted general fund balances.

Cancels a prior appropriation from Laws 2018, chapter 214, article 6, section 4, subdivision 6, clause (1).
