Appropriates $13,000,000 in fiscal year 2019 from the general fund to the commissioner of management and budget for reimbursement grants to deputy registrars, available until July 15, 2019.

State-operated deputy registrar offices are ineligible to receive funds under this section.

Grant amounts are calculated using three formulas: 10% allocated equally to all deputy registrars, 45% based on filing fee transactions from August 1, 2017 through December 31, 2018, and 45% based on filing fee transactions from July 1, 2014 through June 30, 2017.

Deputy registrars must request disbursement and sign a release agreement holding the state harmless from liability related to the Minnesota Licensing and Registration System (MNLARS) development and deployment; requests must be submitted by June 30, 2019.

State indemnifies deputy registrars acting in good faith against claims related to MNLARS transactions or failures to complete transactions due to system functionality limitations, covering reasonable expenses, attorney fees, and judgments for causes of action arising between July 1, 2017 and January 1, 2022.
