Waives clinical examination requirements for dentist applicants who are graduates of accredited dental schools, passed National Board Dental Examinations, and completed a Minnesota-based postdoctoral general dentistry residency (GPR) or advanced education in general dentistry (AEGD) program after January 1, 2004.

Creates emeritus inactive licensure for retired dentists, dental therapists, dental hygienists, and dental assistants in good standing with a one-time $50 application fee and no renewal requirement, effective July 1, 2019.

Establishes emeritus active licensure allowing retired dental professionals to engage in pro bono/volunteer practice, paid practice up to 500 hours per year for supervision purposes, or paid consulting services up to 500 hours per year, with renewal every two years requiring 25 continuing education hours.

Sets emeritus active license fees at $212 for dentists, $100 for dental therapists, $75 for dental hygienists, and $55 for dental assistants for both application and renewal.

Appropriates $8,000 in fiscal year 2020 and $5,000 in fiscal year 2021 from the state government special revenue fund to the Board of Dentistry for emeritus licensing activities, effective July 1, 2019.
