Expands the definition of "boring" to include temporary borings and elevator borings, and clarifies that environmental wells do not include exploratory borings.

Exempts temporary environmental well borings (sealed within 72 hours of construction) from well notification requirements and associated fees, and exempts temporary borings less than 25 feet in depth from all notification and fee requirements.

Allows environmental wells and temporary borings to be constructed by licensed professional engineers, hydrologists, hydrogeologists, geoscientists, or geologists without requiring a general well contractor license.

Extends the deadline for submitting well completion reports from 30 days to 60 days after well or boring completion or sealing.

Consolidates well notification fees for multiple environmental wells on a single property into a single $275 fee, and reduces fees for well sealing projects with multiple temporary borings.
