Prohibits drivers from using wireless communications devices to initiate, compose, read, or send electronic messages when a vehicle is in motion or part of traffic.

Bans initiating or participating in cellular phone calls, viewing images or video content, and initiating web page requests while driving, except through voice-activated or hands-free modes.

Allows wireless device use for voice-activated or hands-free phone calls and messages, GPS/navigation systems, audio content, emergency assistance, and official duties in authorized emergency vehicles.

Defines vehicles legally pulled over to the side of the road and not obstructing traffic as not "in motion or part of traffic," creating an exception to the prohibition.

Sets penalties at $300 for second or subsequent violations and takes effect August 1, 2019.
