Establishes a Select Committee on Home Ownership Affordability and Availability to study issues affecting the availability of affordable owner-occupied housing and make recommendations to the Senate.

Committee composition consists of five Senate members: three appointed by the majority leader and two appointed by the minority leader, with appointments to be completed by July 1, 2019.

Majority leader designates the chair of the Select Committee from its membership.

Committee has no authority to consider bills, and bills may not be referred to it.

Committee dissolves upon adjournment sine die of the 2020 Senate, 91st Session.
