Applies to the interim period between adjournment of the 91st Legislature 2019 session and convening of the 91st Legislature 2020 session.

Grants the Subcommittee on Committees authority to fill vacancies in Senate-appointed commissions and other bodies.

Authorizes the Committee on Rules and Administration to establish positions, set compensation and benefits, appoint employees, and authorize expense reimbursement for Senate operations.

Allows the Secretary of the Senate to employ necessary staff after session close at 2019 session salaries and to employ preparation staff for 2020 at then-current salaries.

Authorizes the Secretary of the Senate to correct Senate Journals, pay election and litigation costs, enter into contracts for Senate facilities (those exceeding $10,000 require additional approval), and purchase supplies and equipment necessary for Senate operations.
