Adopts the temporary rules from the 90th session of the Legislature as temporary rules for the 91st session, effective until permanent rules are adopted by majority vote of the Senate

Prohibits bill introduction on the first day of the session

Removes "Aging and Long-Term Care Policy" committee from the standing committees list

Removes "E-12 Education Policy" as a separate committee and consolidates it into "E-12 Education Finance and Policy"

Creates a new "Family Care and Aging" standing committee to replace the eliminated aging committee
