Amends Temporary Senate Rule No. 37 to allow members to be counted as present when voting from a location outside the Senate chamber, in addition to being physically present in the chamber.

Modifies Temporary Senate Rule No. 40.2 to permit members to vote from locations outside the Senate chamber under Rules 40.7 and 40.8, rather than requiring votes only from a member's seat.

Updates Temporary Senate Rule No. 40.5 to allow roll call votes to be interrupted to announce votes from members voting remotely.

Creates new Rule 40.7 allowing members to vote from outside the Senate chamber during a peacetime public health emergency declared by the Governor relating to COVID-19.

Creates new Rule 40.8 permitting members to authorize a caucus-designated designee to vote on their behalf while outside the chamber, with the designee voting as directed by the member and the Secretary establishing administrative procedures for implementation.
