Amends Temporary Senate Rule No. 12.1 regarding open meetings of the Senate, its committees, and subcommittees.

Permits Senate committee and subcommittee meetings to be held using alternative means allowing remote participation and voting during the COVID-19 peacetime emergency declared by the Governor on March 13, 2020, or any subsequent related peacetime emergency.

Requires alternative meeting formats to ensure all committee members and witnesses can see and hear one another, with witnesses visible and audible during testimony and able to see and hear participating members.

Mandates that meetings using alternative means be contemporaneously available electronically to the public with notice specifying how the public may access and monitor the meeting.

Specifies that compliance with this rule meets requirements of Minnesota Statutes, section 3.055, and that all other Senate Rule 12 requirements apply to remote hearings unless excepted.
