Delays implementation of a state board by changing the effective date from July 1, 2020 to January 1, 2022 for sections 1 to 3 and 6 to 11 of Laws 2014, chapter 211, section 13.

Allows encumbrances for COVID-19 grants issued by June 30, 2020 to be certified for two additional fiscal years beyond the original fiscal year scheduled for cancellation, subject to commissioner of management and budget approval.

Requires the commissioner of management and budget to submit a report by December 31, 2020 to legislative finance committees listing all encumbrances requested for approval, itemized by those approved and those denied.

Extends until January 1, 2022 the ability for employees, employers, employee organizations, and other aggrieved parties to bring district court actions for injunctive relief and damages related to unfair labor practices.

Takes effect the day following final enactment and applies retroactively to grants encumbered or certified before, on, or after that date.
