Allocates positive unrestricted general fund surplus balances to cash flow account ($350 million), budget reserve account ($1.596 billion), school district aid payments (up to 90 percent), net aid resolutions, clean water fund ($22 million beginning fiscal year 2025), and renewable development account ($10 million).

Beginning September 1, 2021, restricts advanced biofuel, renewable chemical, and biomass thermal production incentive programs to only accept claims from facilities that previously submitted claims before July 31, 2021.

Extends production payment deadlines to June 30, 2035, for advanced biofuel, renewable chemical, and biomass thermal producers; maintains biomass sourcing requirements of 80 percent from Minnesota or within 100-mile radius of facility.

Allows eligible biofuel, renewable chemical, and biomass thermal producers to file supplemental claims for pro rata payment differences from claims submitted after July 1, 2019, until receiving full original claim amounts.

Appropriates $5 million in fiscal year 2020 and $5 million in fiscal year 2021 from the renewable development account to the Commissioner of Agriculture for bioincentive program payments, available until June 30, 2022.
