Peace officers must report any use of force incident to their department head within five days using a form prepared by the Peace Officer Standards and Training Board.

"Use of force incident" includes application of electronic devices, restraint devices other than standard handcuffs, striking or kicking, loss of consciousness, visible injuries, complaints of injury, or force causing more than momentary discomfort.

Chief law enforcement officers must submit summary data on all use of force incidents from the preceding 12 months to the board by February 1 each year.

The Peace Officer Standards and Training Board executive director must file an annual report with the legislature by March 15 containing summary information on use of force incidents.

Individual officer reports must include the officer's name and badge number, victim identification and injuries, witnesses, specific force types used, and the officer's justification for the force being reasonable.
