Police chief in cities of the first class shall be elected by voters at the city's general election, not appointed, notwithstanding any home rule charter or ordinance provision.

Elected police chief serves a four-year term beginning the first Monday in January following the election.

Police chief candidates must be licensed as a peace officer in Minnesota and provide a bond of at least $25,000 approved by the city council before taking office.

City council determines the police department budget and police chief compensation, but the chief may appeal to district court if dissatisfied on grounds the council acted arbitrarily or capriciously.

First election of police chief shall occur at the first city general election in 2021 or 2022.
