Establishes inclusive school enhancement grants, Come Teach in Minnesota hiring bonuses up to $5,000-$8,000, and scholarships for aspiring teachers of color with adjusted gross family income of $125,000 or less.

Creates Aspiring Minnesota Teachers of Color Scholarship program providing up to $10,000 per year ($25,000 lifetime maximum) for undergraduate and graduate students preparing to teach.

Increases teacher shortage loan forgiveness from $1,000 to $2,000 annually (up to $4,000 for teachers of color in shortage areas) and raises maximum annual awards from 5 to 10.

Establishes distance learning broadband access grant program providing temporary wireless or wire-line broadband access to students lacking Internet during COVID-19 pandemic with $8,000,000 fiscal year 2020 appropriation.

Appropriates $31,500,000 for fiscal year 2021 for mentoring grants ($2,250,000), hiring bonuses ($1,000,000), scholarships ($5,000,000), loan forgiveness ($1,000,000), full-service community schools ($10,000,000), and support our students grants ($13,000,000).
