Requires each nursing home, housing with services establishment, and certain long-term care facilities to establish and maintain comprehensive COVID-19 infection control programs following CDC guidance, including baseline and serial screening of all residents and staff.

Defines "allowable costs" as expenses for COVID-19 testing services using FDA Emergency Use Authorization products, including diagnostic tests, antibody tests, specimen collection and transportation, specimen testing, and associated healthcare professional services.

Authorizes the commissioner of human services to provide baseline screening grants to facilities that have not completed initial COVID-19 screening, with grant amounts to be determined by the commissioner.

Requires facilities to seek reimbursement from public health care programs (medical assistance, MinnesotaCare, Medicare) for COVID-19 testing services before claiming state reimbursement, with facilities allowed to submit cost reports monthly or bi-weekly if in financial crisis.

Appropriates unspecified amounts from the coronavirus relief fund in fiscal year 2020 for baseline screening grants and in fiscal year 2021 for serial screening reimbursement, designated as one-time appropriations.
