Appropriates $841,464,000 from the coronavirus relief federal fund to the commissioner of revenue for distribution to eligible counties, cities, and towns to cover COVID-19-related expenses.

Distributes aid based on population: eligible towns receive $25 per capita, eligible cities receive a uniform per capita amount, and eligible counties receive a base amount plus supplemental distributions for small cities and unincorporated areas.

Requires counties to spend at least 10 percent of base distribution aid on emergency financial assistance to individuals and families and economic support to businesses impacted by COVID-19.

Mandates all aid distributions comply with Public Law 116-136 requirements, with distributions made by June 30, 2020 for certifications received by June 22, 2020, and additional distributions through September 15, 2020.

Requires unexpended funds to be returned by December 15, 2020, with recoupment provisions allowing the state to recover funds from local governments if federal auditors determine improper spending occurred under Public Law 116-136.
