H.F. No. 130 Summary

• Waives repayment of unemployment insurance overpayments received between March 1, 2020, and December 31, 2020, for applicants who acted in good faith without intentional misrepresentation.

• Applies to applicants who were ineligible under Minnesota Statutes section 268.085, subdivision 2, clause (3), or were incorrectly determined to be eligible for benefits during the specified period.

• Requires the commissioner of employment and economic development to stop collection efforts, permanently waive and forgive amounts owed, and refund any overpayments already repaid during that time period.

• Preserves the commissioner's authority to seek repayment from applicants who made false statements or representations without good faith belief in their correctness.

• Effective retroactively to March 1, 2020, upon final enactment.
