Allows Minneapolis and St. Paul to extend interim zoning, liquor licensing, or other approvals for exclusive liquor stores whose buildings were damaged beyond reasonable repair during unrest between May 25 and June 8, 2020.

Permits liquor stores to operate temporarily from temporary structures while relocating to permanent facilities at original or alternative locations, overriding local zoning and liquor licensing limitations.

Authorizes both cities to grant, renew, or reissue existing off-sale intoxicating liquor licenses upon relocation to permanent facilities, notwithstanding contiguous zoning requirements and other local ordinance restrictions.

Requires Minneapolis City Council approval and compliance with Minnesota Statutes, section 645.021 for effectiveness in Minneapolis.

Requires St. Paul City Council approval and compliance with Minnesota Statutes, section 645.021 for effectiveness in St. Paul.
