Amends the dry cleaner environmental response and reimbursement account to prioritize reimbursements first to persons meeting specific conditions who spent on response actions, and second to commissioner expenditures when owners or operators failed to complete requested response actions.

Prohibits use of perchloroethylene as a dry cleaning solvent after December 31, 2023.

Transfers $600,000 from the remediation fund to the dry cleaner environmental response and reimbursement account in the first year, with funds available until June 30, 2022, for preparing a report assessing insurance cost recovery possibilities and long-term account revenues and expenditures.

Appropriates $400,000 in fiscal year 2021 from the remediation fund to the Pollution Control Agency for a cost-share program reimbursing dry cleaner owners or operators up to $25,000 each for transition costs away from perchloroethylene to environmentally preferred alternative solvents, available until June 30, 2024.
