Amends Minnesota Statutes section 626.8452 to require law enforcement agencies to establish written policies governing interceding when another peace officer is using unreasonable force, effective by January 1, 1992.

Mandates initial training for all newly appointed or hired peace officers and part-time peace officers on interceding when another officer uses unreasonable force, before the officer is issued or authorized to carry a firearm.

Requires continuing annual instruction on interceding during unreasonable force to all currently employed peace officers and part-time peace officers beginning January 1, 1992.

Directs law enforcement agencies to maintain written records documenting compliance with the training requirements in subdivisions 2 and 3.

Authorizes the board to impose licensing sanctions and seek injunctive relief under section 214.11 for agencies that fail to comply with these requirements.
