Amends Minnesota Statutes section 626.8452, subdivision 2, to require law enforcement agencies to provide instruction on crisis de-escalation techniques to newly appointed peace officers and part-time peace officers

Mandates that de-escalation training occur before the agency head issues a firearm to the officer or authorizes the officer to carry a firearm in employment

Requires instruction to cover use of force, deadly force, firearms use, and crisis de-escalation techniques designed to avoid the use of deadly force

Specifies that training must be based on the agency's written policy and instructional materials required by the board for peace officer licensure
