Expands law enforcement agencies' ability to request employment information from employers for candidates applying to any capacity with the agency, not just peace officer positions.

Allows authorized representatives of law enforcement agencies (not just sworn peace officers) to request employment information and seek court orders for disclosure.

Permits district courts to issue ex parte orders compelling employers to disclose employment information when employers refuse voluntary disclosure, with violations subject to civil or criminal contempt.

Requires law enforcement agencies to notify the Peace Officer Standards and Training Board when initiating background investigations, providing the candidate's name, date of birth, and peace officer license number if known.

Defines "initiation of background investigation" as when a law enforcement agency begins determining whether an applicant meets employment standards, excluding the initial application submission.
