Removes "late-model or high-value" vehicle classification requirements for salvage certificate of title applications, making the requirement apply to all damaged vehicles meeting specified criteria.

Requires insurers to immediately apply for a salvage certificate of title when acquiring vehicle ownership through damage payments, and notify the department within ten days.

Requires persons acquiring damaged vehicles with out-of-state titles to apply for salvage certificates if the vehicle was insurer-acquired, has repair costs exceeding its value, or has an out-of-state salvage title.

Requires self-insured vehicle owners to apply for salvage certificates when damage exceeds 80 percent of actual cash value, and requires owners receiving total loss settlements to apply immediately.

Appropriates $441,000 in fiscal year 2021 from the vehicle services operating account for two additional vehicle inspection sites, with base appropriations of $395,000 annually for fiscal years 2022 and 2023; effective date is January 1, 2022.
