Individuals must pay a $10 fee to take a third and any subsequent knowledge test after failing two consecutive knowledge tests, and a $20 fee for a third and any subsequent skills or road test after failing two consecutive skills or road tests in a specified vehicle class.

Individuals who fail to appear for a scheduled skills or road test or cancel within 24 hours of the appointment must pay a $20 fee.

All fees collected are credited to the driver services operating account in the special revenue fund.

The commissioner must not schedule or reserve recurring time with public, private, or commercial driver education programs for administering skills or road tests to class D license applicants.

$450,000 from the 2019 appropriation is authorized for implementing online driver's license knowledge testing, with $55,000 annually allocated in fiscal years 2022 and 2023 for system maintenance; unspent funds revert after January 31, 2022.
