• Adds new paragraph (f) allowing payment for injectable drugs treating substance use disorder to be made to the administering facility, practitioner, administering pharmacy/pharmacist, or directly to the dispensing pharmacy, with claim submission determined by drug sourcing method.

• Prohibits pharmacies from dispensing practitioner-administered injectable drugs directly to enrollees under the substance use disorder provision.

• Requires the commissioner to contract with a vendor to conduct a statewide cost of dispensing survey by January 1, 2021, and every three years thereafter, with results reported to legislative committees.

• Increases ingredient cost reimbursement by 1.8 percent for prescription and nonprescription drugs subject to the wholesale drug distributor tax.

• Renumbers subsequent paragraphs to accommodate the new injectable drug payment provision for substance use disorder treatment.
