Appropriates $300,000 from the coronavirus relief federal fund in fiscal year 2020 to the commissioner of agriculture for Farm Business Management scholarships to distressed farmers.

Scholarships cover 75 percent of a distressed farmer's Farm Business Management tuition costs.

Defines "distressed farmer" as an individual or family farm that files Schedule F on federal tax returns, has a net worth below $1,200,000 in calendar year 2020, and is in mediation proceedings, has received a mediation notice, or has filed for bankruptcy.

Expenditures require prior approval from the commissioner of management and budget as an eligible use of coronavirus relief federal funds and must be spent by December 30, 2020.

Takes effect the day following final enactment.
