Creates a Legislative Commission on Cybersecurity consisting of eight members: four senators (two appointed by majority leader, two by minority leader) and four house members (two appointed by speaker, two by minority leader)

Commission members serve two-year terms beginning upon appointment and expiring after the next regular legislative session in odd-numbered years, with vacancies filled to preserve party representation

Commission duties include providing oversight of state cybersecurity measures, reviewing state agency cybersecurity policies and practices, and developing recommendations and draft legislation to strengthen cybersecurity infrastructure

Commission must meet at least three times per calendar year with meetings subject to open meeting laws, except the commission may close meetings when necessary to safeguard cybersecurity with records sealed for eight years

Commission sunsets December 31, 2028; initial appointments must be made within 60 days of enactment, with first meeting convened within 105 days and at least two meetings required in 2020
