Commissioner of Public Safety may issue initial provisional noncompliant licenses to qualified applicants under age 18 during the COVID-19 peacetime public health emergency period, ending no later than January 31, 2021.

Applicants may use existing photographs on file instead of appearing in person, skip eyesight exams if previously passed, and delay the behind-the-wheel road examination until license renewal.

Qualified applicants must be under 18, have completed driver education, hold an instruction permit, have no convictions for DUI-related offenses or moving violations during permit period, and otherwise meet Minnesota driving requirements.

License holders may not carry passengers except immediate family members and cannot operate vehicles between 10:00 p.m. and 5:00 a.m., unless accompanied by a parent, guardian, or licensed driver age 21 or older.

First license renewal requires passing a behind-the-wheel road examination; provision becomes effective four weeks after enactment or upon implementation, whichever occurs earlier.
